PA Flyers Legislative Update

Members of PAFA

My name is Barry Jozwiak.    January 1, 2026, I became your lobbyist reviewing all co-sponsor memos and legislation in the House of Representatives and Senate, Game and Fisheries committees and the Judiciary committees.   I want to thank you for having the confidence in me to represent PAFA.    My background is, I am a 6 year Navy veteran with an Honorable Discharge, a Pennsylvania State Trooper for 26 years, Sheriff of Berks County for 12 years, and a member of the House of Representatives for 10 years.    

I am a registered lobbyist with the Pennsylvania Department of State, as per the law.

Since January 1, 2026, I have monitored 736 co-sponsor memos, 159 bills, and many resolutions.   I do this daily.    I also attend meetings and travel to Harrisburg to meet personally with House and Senate members, on both sides of the isle on issues of concern.   I also became a member of the Pa Wildlife and Fisheries Coalition.

November 19, 2025, Senator Lisa Boscola, (D) 18th District in the Lehigh Valley sent out a co-sponsor memo to end live bird shoots in Pennsylvania.   House bill 1159 was introduced on February 17, 2026 and is currently assigned to the Senate Judiciary Committee.  Speaking with the Staff of the Judiciary committee, it is the feeling this bill will not proceed.

There is also a similar bill in the House of Representatives, Rep. Perry Warren (D) Bucks County.   At this time, this bill should not proceed.

Other bills of interest that are not law yet:

Senate Bill 533, would allow veteran and active-duty military personnel, under certain circumstances to obtain a Military Event License.   This bill passed the Senate and was voted on 1 time in the House of Representatives.

First Time Hunter Deer Tag Initiative.  This would allow first time hunters to obtain a free antlerless deer tag.

Voter registration with the Purchase of a Hunting and Fishing License.

Snow Goose hunters to remove the plug in their semi-automatic shotguns

PAFA and other groups are hosting a Legislative Reception on May 5, 2026.    We currently have 109 people attending.

I have had many conversations, e-mails, texts, and meetings with members of PAFA Executive Board, House and Senate members & staff, other lobbyists, and others.

This is just a quick over-view of what I have been doing on your behalf since January 1, 2026.
